Company Profile

China Telecom is the world’s largest wireline telecommunications and broadband services provider, providing telecommunications and information services covering voice, data, image and multimedia mainly in 20 provinces, municipalities and autonomous regions in China, with more than 220 million fixed-line subscribers and 35 million broadband subscribers.

Business need

In order to deliver 3G services that would expand the business and address competitive threats, An Hui Telecom Company Limited (AHTCL), a subsidiary of China Telecom, wanted to establish an industry-standard online charging system with real-time credit control and real-time payment capabilities to offer value to its customers.

China Telecom identified several necessary key capabilities that the existing legacy systems could not support, including:
  • Charging for content and by volume of emerging data services
  • Real-time charging capability to implement unified promotions and loyalty programs
  • Offering integrated services to both prepaid and postpaid customers

Solution overview

  • To enable the online charging capability, HP incorporated its Internet Usage Manager Charging Manager solution, leveraging capabilities from HP Services that included service consultancy, training and third-party integration

Results

  • Enhanced competitive position in the market to attract and retain customers by offering a better customer experience and potential for accelerated business growth by being first to market with 3G services:
    −− HP integrated OCS with 3G real-time charging capabilities across the company’s multiple operations platforms, enabling AHTCL to meet its goals for subscriber growth, new revenue and customer retention.
    −− Rapid time to market for new services and flexibility in charging models help keep the company competitive.
    −− HP IUM is standards-based for future compatibility with evolving technology.
    −− An Hui Telecom enjoys greater flexibility for billing and charging models as well as cost reduction with reusable components and plug-and-play architecture.
  • Mitigated risks:
    −− The solution enables full capture of revenue for the services provided; there are no revenue leaks due to lost or corrupt records; it helps to eliminate revenue loss by extending service to users who can pay for it.
    −− The solution reduces churn through improved customer relations by informing customers of the account balance and cost of service.
  • Enabled migration from Intelligent Network (IN)-based charging to the new billing platform to increase flexibility and operational efficiency
  • Meets the requirements for high-volume transaction processing and scalability
  • Provides a modular path to the future built on industry standards
